KNOXVILLE, TN, May 11, 2023 – Carl Douglas Goins Jr. has been included in Marquis Who’s Who. Drawing on over four decades of diverse expertise, Mr. Goins specializes in government contracts, corporate liabilities and litigation risks. Since 2015, he has found much success as the founding partner of the Goins Law Group and the president of DGEN Strategic Solutions. In this capacity, Mr. Goins is responsible for managing litigations, advising corporations about environmental risks, waste removal, mitigations and regulations, and handling commercial work, government contracts, mergers, acquisitions and corporate governance.
Mr. Goins initially began his vocation serving in the United States Army, where he was involved in various assignments and classified missions as a lieutenant colonel from 1977 until 2000. During this time, he was also active as an attorney at Gearhiser, Peters and Horton PC from 1988 to 1990. Between 1990 and 2014, he garnered expertise as an associate general counsel for energy, environment, safety and health at the Lockheed Martin Corporation. In his career-related endeavors, Mr. Goins has co-authored such works as, “Paying for Environmental Cleanup: Rethinking Strategies When One Potentially Responsible Party is in Bankruptcy” in 2011, “Regulating Contractors in War Zones: A Preemptive Strike on Problems in Government Contracts” in 2007 and “Environmental Considerations in Real Estate and Business Transactions” in 1990, among others.
Prior to embarking on his professional journey, Mr. Goins pursued an education at the East Tennessee State University, where he obtained a bachelor’s degree in political science. He continued his academic efforts The University of Tennessee, Knoxville College of Law, earning a Juris Doctor. As a commitment to his field, he has been certified as a hazardous materials manager. Additionally, he has been active with several industry-related organizations, including the Tennessee Bar Association and the Colorado Bar Association. Likewise dedicated to civic advocacy, Mr. Goins contributes to the Military Officers Association of America, The American Legion and the Faith Lutheran Church of Knoxville.
Well-regarded for his achievements in the United States Army, Mr. Goins has received multiple service medals. Among his professional accomplishments, he is most proud of his military career, his civic contributions and his renowned success as an environmental law and litigations expert, specializing in nuclear and mixed hazardous waste. Looking toward the future, Mr. Goins aspires to expand the scope of his profession as a law school professor and a consultant for a large firm, while he completes his book on classified information and updates an article that he wrote about the status of contractors in war zones.
